    Description

      This capability should implement the decisions reached as part of ADR-8 which will look at possible consistency issues in the current design of the obsState state machine. The details will be added when ADR-8 is closed.

      The SKA Observing Control document will be updated as part of this. Subsequently an ECP will be required to update the document formally.
