Implement SKA States and Modes in lmc base classes as per ADR-8

The CS Guidelines (SKA-TEL-SKO-0000656) and the SKA Observing Control model (SKA-TEL-SKO-0000860) define the key operational states for SKA devices and for SKA observing control. These documents are in the process of being updated as a result of the decisions made as part of ADR-8.

An update of the LMC base classes is required to bring them into line with the recent decisions in ADR-8. During this update strong consideration should be given to using the python module pytransitions as the basis for the implementation.

Furthermore the current version of MVP does not fully implement SKA states and modes as defined in CS Guidelines. Note that the CS Guidelines will be updated soon to resolve questions, TBCs and TBDs so while this feature should aim to bring the base classes into line with the guidelines it is likely that this will raise questions and full compliance will not be possible. This should be reported as learnings.

An update of the documents is not required as a part of this feature. That will be separate (an ECP will be required).
