Complete multi-scan capability in the MVP (follow on)

    Description

      The MVP should be able to execute multiple scans within a single scheduling block execution, with the system optionally being reconfigured (different CSP setup, different pointing, different scan length, different SDP PBs) between the scans.

      This should conform to the design developed in ---ADR-3--- , ADR-4 and ADR-10.

      This work follows on from SS-37, which was not fully implemented in the last PI. Remaining work to be done:

      1. Conclude on ADR-4 and ADR-10 (before start of PI)
      2. Update CSP configure command to use the new configurations found in the PI6 examples: https://confluence.skatelescope.org/display/SWSI/Latest+Version+-+PI6
      3. Update the CSP scan command to accept the scan id as an argument
      4. Modify TMC to read the receiveAddresses attribute from SDP and to update CSP configurations with those addresses - split into FSP blocks - before sending them to CSP.
      5. Address the technical debt accrued in that last PI to work around these issues.
