Decide functional allocation of MID dish pointing corrections

    Description

      A decision needs to be made on functional allocation w.r.t. coordinate transformation and pointing corrections (TMC MID / Dish LMC / Dish Structure) for MID.

      Why now? This is needed because there are conflicting views about the allocation in SKA1 Pre-construction documents and there is a need to finalise the ICD soon.
