Clarify and update Dish LMC requirements

Following the resolution of ADR-57 it was decided that the Dish LMC requirements should be clarified and updated to resolve the apparent duplication in the LMC and Dish Structure requirements of the function to apply local pointing corrections. It was agreed that the Dish Structure will apply these corrections and that therefore the Dish LMC requirements should be updated.
