SKAMPI development configuration

We now have better configurability options for the SKAMPI product. 

In order to deliver this capability, a team will have to collaborate in the context of the SKAMPI development so that at least one desirable SKAMPI configurations is identified, implemented and tested to help local development and testing.

Progress the work from SP-1603 & SP-1524 to include parametrisation for SDP and CBF. 

Ideally, these could be framed as a set of features dealing with: 

• Flowdown of configuration parameters to CSP LMC 
• Flowdown of configuration parameters to SDP LMC 
• Better define the high-level mechanism to provide such configuration in a way that includes LOW as well as MID 

Alongside this, resource usage for the system as deployed, including: 

• A feature to consolidate existing information about resource limits ( SP-1259 ), possibly leading to their definition in the solution intent; 
• Experiment with resource usage; and 
• Identify, develop and publish useful sub-configurations of the deployed system: 
  • TMC only configuration
  • TMC + SDP
