    Description

TMC Configurable deployment was initiated by Karoo Team in PI10. It is needed to
0> Enable deployment of a "stand-alone" TMC for Mid and Low (i.e. no CSP, MCCS, SDP, DSH - replaced by mocks or stubs, details TBD). Top priority.

1> Extend this capability to include other aspects e.g. optional taranta, oet, alarms handler, EDA (inspired by Apurva's ticket of PI9 I&A) for MID & LOW

2> Apply the capability to configure the deployment to do initial tests of scaling

This may have to be a Cross Team feature
