Re-integrate CSP.LMC into SKAMPI

Feature to follow possibly Spike: SP-2293

This feature is a general place holder to allow for "overhead" work needed to ensure a released CSP (mid and low) chart can be integrated into skampi that is able to achieve SP-2349 and SP-2348.  However, the following work is excluded from this: 

1. Linting: code linting will be tested in CSP repo before being released as a new version
2. Component test: Testing of a deployed CSP interacting with emulators will be done in the CSP repo.
3. Poetry setup, ci-pipeline and makefile content will be part of existing pipeline work on existing charts being tested and therefore will not be required as part of this feature.

The following should however be included to the extent that it achieves the above features according to SKA software standards:

1. Code review (of applicable sections dealing with feature
2. Any necessary review and checks based on risk and uncertainty /involved with the expected features being introduced.
