Residual work in SS-86 not covered in other features

SS-82 has led to a significant refactoring and restructuring of the TMC in a bid to fix the issues in SKAMPI. Work on SS-82 is being continued under SS-86.  Specific features have been proposed especially refactoring the SubArray and Leaf Node, and also for integration and regression testing and updating other components based on TMC changes. This feature takes care of any residual work that was required and known at the end of PI12. This needs to be outlined more before PI planning. 

The Engineering Data Archive (EDA) should be re-established in SKAMPI as part of this work. See also SP-1801.
