PST 0.8.0 - Support Low signal chain in Low PSI

This release supports Solution goal 2 SPO-2491.

The Artefact Version number has jumped to 0.8.0 (and skipped 0.7.x) because the ska-pst-lmc Helm chart is now packaged with the ska-pst release (and there are already ska-pst-lmc Helm charts in the CAR with version 0.7.x).

• New PST STAT device connects to the PST ring buffers in shared memory and writes a statistical summary file every 5 seconds. This device
  • implements the CSP Sub-element Device State Model;
  • can be configured, controlled, and monitored via TANGO; and
  • exposes various scalar statistical quantities computed by STAT
• A new Data Access Library and its published documentation facilitate the extraction and display of data from statistical summary files
• The PST single scan notebook demonstrates how to use the Data Access Library to
  • display tables of statistical information;
  • plot statistical data; and
  • verify that statistical data are consistent with the known statistical properties of the signal generated by the CBF simulator
• A new PST monitoring notebook uses the Data Access Library to periodically display tables and plots from the latest statistical summary file (output every 5 seconds)
• A new PST data product notebook demonstrates how to download, display and plot the latest statistical summary file from the data product dashboard
• A new CBF simulator notebook can be used to configure and run the UDP packet generator
• A new LMC simulator notebook can be used to configure, start and stop a single scan of the PST Voltage Recorder
• New tests (integrated with Jira via X-ray) verify that the statistical summary files output by STAT are consistent with the known statistical properties of simulated input signals
• A new Taranta Dashboard can display PST TANGO device states and plot the temporal evolution of scalar statistics published by STAT
• A new square wave simulator has been integrated with the UDP packet generator and test file generator
