Support movement of CBF LOW to Pawsey by testing the long-haul PTP distribution

As emerged in the analysis of ECP-200049 in https://confluence.skatelescope.org/display/CMI/ECP-200049+%28former+ECP-190009%29+-+Movement+of+LOW+CSP+from+site+to+the+SPC 

the implementation plan for the ECP includes a test of the PTP distribution over the long haul link connecting the CPF to the Pawsey centre. 

Software PTP seems to be a viable option, but a test would confirm that it reaches the necessary accuracy. 

Also a test is useful in identifying what are the software requirements for such solution and if they can be accommodated with the existing software architecture. 

This will need contribution from the LOW CBF team, the Network infrastructure setup and the SAT design authority.
