PTP Testing and investigation for ECP-200049

In order to move the CBF,PSS&PST into the Pawsey centre we need to provide a clock referenced back to the LOW timescale in the MRO with an accuracy of approx 1msec.
In theory this can be provided by Software PTP over NSDN.
This feature is to:

• devise a test plan (working with Aniket Hendre and Shaun Amy in particular)
• procure the equipment (CSIRO) needed to carry out the test

(Executing the tests is a likely PI14 activity.)

As Shaun Amy & Aniket are outside of SAFe the effort here is to track the capacity from the PLANET team to progress this task through PI13.

Dependency will be raised on Aniket for around 1/2 days effort to own the test plan.
