Investigate interface Requirements from TANGO to Low Power subsystems

Explore and define the interface requirements for Low Power subsystems with TMC.

At this point it is not clear what monitoring points and archiving will be useful. This will involve discussions with the Operations teams, Design Leads for Power and understanding the documentation for the Power Subsystems. Based on these Initial requirements for what monitoring points are needed through this interface could be identified that would be useful from the points of view of the telescope operators and engineering.
