GMS responsibility clarified, hosted service is stable for 0.1

The GMS, used by the CANFAR Science Platform services and UI, the CANFAR User Storage (cavern) services and UI, the opencadc TAP service, is currently run on virtual infrastructure provided by the STFC Cloud, at RAL

This was set up ~1 year ago during (old) Purple & Thoughtworks collaboration.

In its current configuration there are communication gaps between the system administrators/maintainers of GMS and the STFC cloud platform, with issues often falling to Purple team - who are ultimately not in a position of oversight for the maintaining and operation of GMS.

The GMS service hosting should then be revised, with initial suggestions being:

• the GMS operation moves to a host/architecture with more direct ownership/control by the GMS team
• if the GMS must remain on STFC hardware, ownership of the VM must be taken over by the GMS team, and the team must work/communicate directly with the STFC cloud team to support its operation
