    Description

      When a user attempts to access a v0.1 Science Platform service, the service should be able to respond to the queries:

      1. does the user have permission to access this installation?
      2. does the user's allocation at the installation have remaining capacity?

      It is TBD whether and how the Science Platform should rely on the service discovery service to be capable of providing a response to the enquiries on the list of platforms which they have permission to use, and results of allocation checks.
