Recovery from Fault obsState and investigation of Abort

There will be high value in being able to recover from obsState = Fault, including but not limited to execution of AIV verification tests; therefore we will implement this transition within MCCS.

Additionally we should be aiming to implement further transitions relating to Abort (there are many) and will therefore start to investigate how to do this. We will make a plan, intending to execute this in a future PI.

Develop a detailed plan for adding commands in MCCS to abort and restart an observation, and start implementing them. Full implementation and testing of these commands is anticipated in a future PI.

This is needed for the AIV Verification Event, to ensure that all the software components of the observation state machine can be aborted together. Refer to ADR that describes the observation state machine states and transition. (TBD: Add the actual ADR number)
