      Observatory Static Data (OSD) contains slowly changing information that is of use to many different OSO tools: such as observatory capabilities (receiver bands, frequency ranges, number of zoom windows available, etc.) and observatory policies (cycle numbers, open/close times for submission windows, calibration strategies, etc.).
      OSD as a service functionality can help other OSO tools to access it easily by communicating with it with a API Call over web protocols. This also allows the OSD information to be updated and released without redeploying other systems that depend on it.

      1. ska-ost-osd release is available at car repo which includes both osd and semantic validation framewok  ska-ost-osd:1.0.2
      2. Release of ska-telemodel is available on car repo after decoupling of osd and semantic validation ska-telmodel:1.16.0 
      3. Release of ska-tmc-cdm is available on care with latest changes ska-tmc-cdm:9.2.0

    Description

      This feature is mainly extension of PI21 feature SP-3990 in which there is need to make OSD as service which can be easily accessible for external clients.
      Once Low capability data available on this confluence page Observatory Static Data - Solution Intent - SKAO Community Confluence (skatelescope.org) then it needs to add in LOW JSON file.
      Along with OSD service creation there is need to create separate service for semantic validation refer discussion on slack https://skao.slack.com/archives/C053Z4JJN4B/p1708081029447059.
