Description

Summary

Moved the Observatory Static Data (OSD) from ska-telmodel to ska-ost-osd new repo which is under Observatory support Tool as part of ~~SP-4059~~ work i.e. decoupled OSD and Semantic validation from ska-telmodel.

Note: We are providing OSD release first time, so initial 2 release got failed due to pipeline stuck in oci-image-push, after discussing with system team issue got resolved.
