Automatic storing and versioning of attribute configuration of Alarm Handler

The existing Alarm Handler solution allows to download attribute configuration manually. This means when the system is deployed, the current alarm configuration is available on demand but not automatically stored and versioned. At the moment this requires human action. However, it is desired that a current configuration can automatically be downloaded, versioned and stored in an SKAO-wide accessible storage facility.

The scope of this feature is to implement a mechanism via which the alarm configuration is automatically downloaded and stored as a version for the deployment it was acquired from in CAR.
