GUI tool for alarm configuration and display

In PI 17, the alarm handler solution was developed based on the Elettra alarm handler. The existing solution does not have any user interface that allows viewing the active alarms in the system in a user-friendly way. Also, the Elettra alarm handler does not allow configuring multiple alarm rules at a time. It can accept only one alarm rule at a time. It would help if a utility is available that accepts multiple alarm rules in form of a file and takes care of configuring all alarm rules defined in the file into the alarm handler.  Having such a tool (ideally as a web-based interface) would allow administering the alarm handler remotely.
