Make a post-base-classes-0.13 release of MCCS

MCCS-1000 - a new release was made to CAR, MCCS version 0.10.2 This included implementation of BDD tests (MCCS-1067) and the addition of the make-k8s-test step in the CI pipeline (MCCS-1154). Various code improvements were made, such as static type checking and linting, such that checks for full compliance could be restored (e.g. MCCS-1150, MCCS-1038). Some parts of MCCS were split off to sub-components, including PaSD (MCCS-1174) and Common (MCCS-1134). No further documentation changes (other than the built-in documentation) or demonstration / tutorial were deemed necessary as these were adequately covered already under the PI15 feature ( SP-2586 ) which this cloned.
