Testing of CSP.LMC submission of engineering and health parameters to the EDA

A set of parameters for the CSP.LMC to record in the EDA are defined The recording of these TANGO parameters made to the the EDA is achieved and demonstrated. A test method to prove that a given attribute/parameter recorded to the Archive has the expected value.  Minimal deployment is goal is cluod. Optional if time budget allows: Deployment in ITF and or PSI.

EDA has been deployed locally for CSP.LMC Mid. Tests were written to verify that attributes were actually written in the archive. Unfortunately, the archive event subscriber cannot be deployed on STFC for a Gitlab pipeline, for reasons to be investigated. For this reason code cannot be merged into master.
