Skampi Health Checkup

Create/update the necessary tooling/tests so as to provide stakeholders with detailed health information of software products within skampi.  

This includes answering the following questions:

1. which high-level components are problematic/unstable? (e.g. tmc, sdp, csp , oso)
2. What interfaces require major revamp or attention?
3. Which functionality/use cases/features are stable and which require attention?
4. Which problems are due to false positives or are misleading in their meaning?

It is expected that this feature will inform work on SS-86 by giving valuable feedback on risk areas, testing out possible candidates for integration, and providing progress on work done for ss-86.

Part of the implementation should involve the creation of an experimental skampi branch upon which potential releases can be deployed and evaluated, testing tooling can be improved and hypothetical questions can be answered.

Note part of this feature includes work on xray requirements/test cases/test plans to provide progress and health status wrt to specific functionalities
