Description

Note: this is duplicated by ~~SP-2319~~

Migrate the pst-lmc repository to use the new CAR and ensure CI/CD functions correctly. This repository hosts PST TANGO devices that were developed during bridging and has not been updated in light of ~~SS-80~~.

Updating the ska-tango-base dependency in the PST TANGO devices from 0.6.0 to a more recent, stable release.
