Re-enable SDP deployment and testing with SKAMPI

Lack of integration of SDP along with system acceptance tests is potentially incurring technical debut due to the possible rework costs of choosing to only be testing with a standalone version. 

Re-integration of SDP, along with appropriate e2e system acceptance testing should mitigate this.

• Well defined SDP release that passes all standalone SDP (sub-)system-level acceptance tests
• Identified, configured minimal release of SDP deployable via system deployment scripts in SKAMPI
• System-level acceptance tests development for SKAMPI that demonstrate successful deployment and integration of SDP as part of the SKA software deployment and test minimal e2e functionality of the distributed control system
• Stretch - acceptance test for test workflow execution. (moved to SP-2146) 

Version 0.8.3 of SDP has been released and re-integrated into Skampi with an accompanying set of acceptance tests that runs in the CI pipeline. The Jira release ticket is linked in the "Delivered By" section.

The acceptance tests were created by re-using some of the SDP integration tests. We used the tests that call Tango commands and observe the state changes, but do not require access to the Kubernetes API. The tests have been adapted for use in Skampi by adding a PyTango device server client, and they are packaged as an OCI image to run the the pipeline.

Full end-to-end integration tests were not possible because the TMC subarray node and SDP leaf nodes have not yet been integrated into Skampi.
