Up-streaming on the asynchronous long-running-command implementation to ska-tango-base facilitates asynchronous device operation project wide.

MCCS adoption of the Karoo re-implementation provides a good test platform thereof, also informing future development plans.

The Karoo implementation is understood in the context of the existing LRC implementation.
A number of MCCS devices are refactored to use the LRC implementation in ska-tango-base.

Good progress has been made on the MCCS adoption of the LRC in PI12. However due to circumstances beyond our control in the latter half of this PI we have had to turn our attention to through documentation, support to team KAROO and preparation for handover. Therefore we have fell short of where we thought we'd be with LRC in MCCS.

In PI13 arrangements have been made with Team_VIOLA to complete this work. Releasing this feature as it is and will continue in PI13 through clone SP-2077.

One of the key deliverables of this feature is this confleunce page because it captures the train of throught of LRC in MCCS and shows why things are done as they are: https://confluence.skatelescope.org/pages/viewpage.action?pageId=154903523 This will form the path in which the work will continue in PI13.

    Description

During PI11 the KAROO team investigated how the base_classes could be updated to implement a solution to address the long running commands issue that has been identified in various areas of the SKA software community.  It is proposed that in PI12 the solution identified will be implemented and released into the base classes.  The MCCS team have engaged, and where invited to contributed to, throughout the process of defining the long running commands solution. The team would like to continue to contribute through the next phase of adoption and testing of the resulting work and be able to provide feedback.
