      Taking advantage of improvements in base classes (adminMode and opState reporting) and separation of concerns (factoring out of component management).

      There were significant changes to the ska-tango-base patterns and opState semantics in PI 10. Sub-systems now need to start consuming this change - exercising and validating the pattern. Any issues can feed back into the base classes. The end result can also serve as an example implementation to help others adopt this new pattern.

    Description

      Update TMC SubarrayNode device in the ska-tmc-subarraynode-mid repo to use the ska-tango-base (>=v0.11.1) SubarrayComponentManager. Write a component manager, and update tests.

      Align SubarrayNode with the updated opState and adminMode semantics.
