MCCS: Implement initial engineering interface displays (CLONE from PI-10)

      The course of this feature deviated from what was originally planned during PI planning. This however has resulted in a far greater understanding of what is needed and what is achievable for the engineering user interface required of the MCCS.

      AC 1. A mock up dashboard has not been created during this PI. However early on it was identified that was not an appropriate time to create such as more refinement of the thinking behind the Engineering UI was needed. However in order to facilitate creation and prototyping of such dashboards in the future on a represetative platform, MCCS-700 captured the work that has led to the setup and sucessful launch and test of a Cluster running MCCS locally at the Raman Research Institute in India which can be accessed by collegues at GMRT.

      Explore and create an early engineering interface using available Taranta elements to address the use case developed with Giorgio and Valentina during PI-11.

      (Despite a good start early in PI10 due to unforeseen circumstances this feature was not progressed as anticipated. The MCCS team propose to continue and complete this work through PI11.

      Based on work in PI-9 (feature SP-1453,SPO-969), setup some initial engineering dashboards to facilitate development.)
