      We started this work by converting the older JSON files to be ADR-18 compliant and had those changes reviewed by CREAM (AT2-641). We then updated the CDM and PDM to incorporate those changes (AT2-609 and AT2-611, respectively) and updated the oat-scripts project to accept the new libraries (AT2-612)
      As noted in the outcomes of AT2-671 (ADR-18 integration testing), allocation and observing  has been tested successfully, but resource release issues outside of the OSO code mean that we can't validate that last part.

    Description

      The current CDM is targeted at the Mid MVP. Now that a Low MVP exists the CDM should support both.

      Furthermore it needs to accomodate the change to the CSP configuration strings decided as part of ADR-18.

      The schema definitions in the ska_telmodel module will be updated in line with ADR-18 as a part of SP-1344.

      The boundaries and responsibilities of the cdm-shared-library and ska_telmodel should be rationalised and duplications removed.
