Description
Implement a functional MCCS_master with logical actions for the state transitions, and placeholders for the asynchronous processes. This is a logical follow-up from the work on the state machines and the top-bottom thread prepared for PI6.
MCCS_Master accepts/parses TM commands and pass configuration information to Station and StationBeam, so must "manage" availability of these devices according to the defined state machine.
System-level resource management function will be needed (station health is the priority, the others can be deferred)

There is a fair amount of internal elaboration needed to take the ideas in the SAD and create a structure to use them.
