Create a management server and a common inventory repository

Enable SDLC processes to be infrastructure provider independent, and capable of being concurrently deployed and federated.

Rationalise Common Platform management activities, by creating a single portal server (a management console) for managing the lifecycle of services supporting DevOps

• A management server is deployed using Ansible (it has it's own repository - deployment is based on heat-cluster).
• It contains all the tools required to run existing management tasks such as executing ansible-playbooks, scheduling tasks with Cron, investigating and diagnosing services such as the Kubernetes clusters, Ceph, Elasticsearch, Prometheus, GitLab Runners. (descoped Ceph tooling for PI#7)
• All appropriate personnel are automatically given access (distribute-ssh-keys).
• The server is automatically updated for appropriate tools and inventory (Ansible inventory of managed services), and personnel access .(auto-update personnel access descoped for PI#7)
• automated backup of k8s etcd (descoped for PI#7)
• Systems Team documentation is updated to explain access and tooling for the team.
