Mid.CBF MCS: Support for ADR-99 and I/O data rates

Summary

Mid.CBF Support for ADR-99 Fine Channels implementation, Input and output data rates, base class clean up, and various bug fixes.  This version of MCS is not compatible with any EC and only works in simulation mode.
