Dish LMC v3.2.0

Summary

Dish LMC implements scanID changes from ADR-95 by exposing Scan and EndScan commands and scanID attribute.

This resolves SDR-1190.

NOTE: SKB-313 blocks integration with SPFRx  hardware

Added

• Added EndScan command to clear scanID attribute.
• Added scanID attribute (read/write) to set/unset the scanID
• Added desiredPointingAz to report azimuth pointing corrections from Dish Structure.
• Added desiredPointingEl to report elevation pointing corrections from Dish Structure.
• Added engineering dashboards for DSManager, SPF and SPFRx devices.

Changed

• Updated the Scan command to record scanID from TMC.
• Updated ska-mid-dish-manager chart version to v2.5.0.
• Updated ska-tango-base chart version to v0.4.9.

Removed

• Removed desiredPointing attribute. All pointing updates are to be sent to the programTrackTable attribute.
