DISH Pointing

As work on the implementation of the Dish Structure and DISH.LMC progresses, new ideas regarding implementation of the pointing emerged. The purpose of this ADR is to re-consider the existing design (defined in pre-construction) and achieve agreement regarding implementation.
So far two aspects of the design have been discussed:
1. Implementation of the tracking, more specifically: does Dish Structure receive trackingTable or single set of pointing parameters (time, Az, El) at a time.
2. Where to deploy software that performs conversion from Ra,Dec to Az,El.
Other ideas may be put forward and discussed.
Depending on the outcome, an ECP may be raised.
