In order to begin construction, a convincing construction proposal must be submitted to serve as the mechanism for the SKAO Council to release funds for construction. The construction proposal should provide the following:
- Reference Design
- Integration, Acceptance, Commissioning, Science Verification Plans
- Schedule
- Cost Book
- Management Plans for Monitor and Control
