Start defining MCCS CLI

The LFAA LMC software system should be accessible through a CLI. Start defining this CLI and allow hierarchical access to all LFAA hardware devices. It should essentially expose the functionality exposed by the LFAA Master.

First draft implementation of a CLI; can be an existing shell interface, or something based in iTANGO/PyTANGO. Having a demo of this interface can help defining the way forward for it.
