Onboarding guide / starter kit for new developers.

A new developer should be able to go to the developer portal and find an easy to follow page which provides a short guide, possibly in the form of a checklist with links to more material, of what they must follow to start development on SKA software. 

While a lot of material that is useful for new developers is already available in the developer portal or in documentation which is part of the various SKA repos, the experience for finding and navigating this content needs to be improved. Ideally this should also be extended to include information such as a curated list of core repositories, instructions for how to deploy and run the various MVPs etc. 

This feature does not need to provide a perfect, complete experience but should instead provide a minimal update to the onboarding experience for new developers and gather feedback for improving this further in future PIs. To this aim, in order to implement this feature, it may be a good idea to engage / survey a small number of developers that are new to SKA software to find out what information they needed or would have liked have been provided.
