Add the Known Low GIS Information into NetTerrain

All of the element designs need to be added to NetTerrain in order to produce a coherent network design of the entire Observatory. This feature focuses on adding the known Low GIS information into NetTerrain, such as the antenna locations, RPFs, buildings, and fibre trenches,etc.

This will involve speaking to the domain specialists to identify the relevant documentation, analysing the documentation to to extract the information, and then inputting this information into NetTerrain.
