      This will mean that when the SLT is deployed in production, only authorized users/operators can write/edit comments and annotate the shift logs.
      This reduces the risk of accidental or malicious damage to the software systems.

      Given that the OSO Data Archive (ODA) has access controls in place (See SP-4339), authorized and authenticated Operator of the SLT can write narrative text entries and annotate the history logs. Also, authorized science operations staff can annotate the history information. 
      The SLT UI allows operators to sign in, start shift, write/edit narrative text, end shift. Also, allows science operations staff to view history and annotate the history information. 

      Demonstrate that user actions are logged (including who did the action)
