Science Platform uses the native Java Kubernetes client

Modify skaha to use the official kubernetes Java client instead of the kubernetes command line client.

This will:

• increase the maintainability of skaha
• increase the extensibility of the platform

This has been partly done already–the Java client is used in at least one place, so can serve as an example.

Additionally, all interactions with kubernetes have been consolidated, so determining the extent of operations to be converted is easy to discover.
