Standardize GPU scheduling in the Science Platform

Provide the correct data model in the skaha API to support the range of GPU scheduling science use cases.

Factors to be considered are:  number of GPUs required, type and version of GPU required (and its compatibility with the software the user is planning on using), of of associated vRAM is needed, etc..

This will require a change to the skaha REST API.
