Add a CLI to the CANFAR Science Platform

A python library providing access to the skaha web service that underlies the CANFAR Science Platform has been written by a science team that uses the platform. This allows submission and management of jobs on the platform from python in a more user-friendly manner than the existing CURL submission of headless jobs.

1. Move the canfar python library from https://github.com/CHIMEFRB/skaha to https://github.com/opencadc/
2. Write a CLI (command line interface) that uses the library to submit and manage jobs, including submission of batch jobs from interactive sessions.
