OST Prototype

For this first instance of a scheduling tool, we're looking to enable a user (operator) to be able to chose SBI's and add them to the list of SBIs to execute next.

This means creating a UI (similar to the PTT?) that links into the ODA and OET from which a user can:
1) select an SBI to put into the observing queue

2) click a button to execute the SBI at the top of the list**

3) the ability to remove an SBI from the observing queue

**does not have to be the 'top of the list' necessarily, but that's a good default

These requirements imply the following:
a) ability to query the ODA to find SBIs that are ready for execution
b) a box with a list of SBIs queued for execution
c) the ability to move SBIs in the box from (b) up or down the list
