Dish simulator with minimal functionality

Currently the simple observation scan MVP is using a very simplistic Dish Master simulator written by NCRA (https://github.com/ska-telescope/DishMaster).

This ticket determines the required functionality for a more realistic simulator, aligned with the eventual DISH functionality that will be exposed through the LMC's interface.  Possibly a combination of :

• selecting functionality of existing Dish simulators around - Dish Consortium's and SARAO's simulators,
• deriving functionality from estimated support of simulator for MVP behaviour expected in the next couple of PI's.

 Considering desired functionality of Dish simulator, and other concerns, sslect an option among existing simulators:

• Talk to Dish consortium about their simulator,
• There is also a SARAO simulator that speaks TANGO.

The MVP team will need to  work with the Dish simulator team to understand behaviour of the Simulator.  Similarly, the MVP needs to understand the SARAO Dish simulator behaviour.

Package selected simulator as required for MVP.

Depending on the level of simulation provided by the selected simulator, add functionality, appropriate for near program increments.

The idea is that, either future functionality is implemented but not enabled, or the functionality for future PIs will be implemented during PI that needs the functionality.
