Investigate CSP LMC release process and enable system level integration tests

Context

Who and Why?

CSP LMC developers can release new versions of CSP Mid, Common or Low as quickly and frequently as possible, in smaller increments, and enables the use of these releases/release candidates in system-level integration tests.

What? 

1. The CSP LMC is available within the Low and Mid Integration deployments.
2. An agreement is made between the Capability Owners and the CSP LMC team on effort toward the creation and maintenance of System Integration Tests, within the PI (assuming this effort will be on a rolling basis through subsequent PIs)..
3. If its not possible to release at a frequency of ~1/day for small changes when/if this is asked for by AIV when for example there is a bug being fixed there is a clear list of issues identified that describe the challenges faced in reaching this goal ranked by their impact on reaching this goal (ie how much time are they taking)
