TMC: Dish error reporting and propagation

During PI-23 the error handling is implemented on the Dish Interface configure command. This enables the dish leaf node to handle the exceptions reported by the DishManager, and report the outcome of the command to the subarray Node (on the longRunningCommandResult). Further work on enhancing the exception handling constitutes:
1. Extend the exception handling to cover other subarray workflows (trackstop, scan, endScan) for the Dish interface
2. Handle exceptions in calculating/publishing the track table updates. 
3. Enhance the exception handling for the commands orchestrated under the Configure command, namely - ConfigureBand, SetOperateMode, Track, TrackStaticLoadOff (for partial configure scenario).
 
The overall work is driven by the issues encountered during the ITF-Mid workshop, and the priorities thereof.

[Note: This work does not include the handling of exceptions for operational commands like On, Off, StandbyLP, StandByFP which needs implementation across the TMC]
