Investigation for integrating 48 beams work

This Spike is to investigate what will be needed to integrate work being done by Prabu's team at RRI to enable 48 beams. This is not needed for AA0.5 but very likely to be a must for AA1. Eventually this functionality will need to be re-integrated into the main branch. In this Spike, we could include a review of the status of the RRI work at a minimum, and understand at a high level what tests will need to be updated and/or added, as well as any software. This includes a look at what simulation tests and hardware tests are needed as well as control software changes.
