Continue development of AA0.5 deployment process and tooling

In PI22 Vulcan delivered SP-4058 (Prepare AA0.5 software deployment ahead of station integration). In this feature we architected a process, a Helm chart structure and a system of managing configuration of integrated SKA-Low deployments across AA0.5, AAVS3 and Low ITF. Using these tools we deployed the telescope software to the two AA0.5 clusters for the first time. We also migrated the other two platforms' deployment to use this tooling.

There remain rough edges to smooth over and new functionality to add in order to improve the observability, robustness and usability of the AA0.5 deployments, and to meet needs expressed by stakeholders in e.g. SS-142 (AA0.5 software configuration & deployment). There will also be new subsystem releases providing bug fixes and new telescope functionality, e.g. MCCS calibration, to be incorporated into the integrated system.
