Establish the Mid AA0.5 deployment repository

Establish the Mid AA0.5 deployment repository consisting of

• Gitlab CI pipelines that target the Mid ITF cluster for automated testing of deployment actions
• Makefiles tailored for targeting the production environments including all Dishes and KAPB cluster
  This is dependent on
• A working RBAC solution that limits the access for deployments using Azure AD groups as set up by the Bang Team
• A stable Networking design for SKAO AA0.5
• Installation instructions & documentation for deployments

This approach needs evaluating for alignment with application configuration management and deployment direction
