SDP PSS receive workflow prototype

Create a workflow script, configuration template and associated components and modules required to receive PSS data into SDP.

If possible this should follow the design of the visibility receive workflow developed in PI#3 and be testable and deployable both as a standalone workflow and integrated into the MVP. 

At a minimum this will require a workflow configuration schema for PSS receive, and a containerised workflow script and associated receive components.

As part of this development, it may also be worth revising the design and protocols for this interface as currently specified in the ICD.
